double quote not recognised in keymap action

I'ld like to use the double quote character (") to trigger the replacement of a string concept in the current node.

Using other key combinations, e.g. shift-ctrl + VK_S (⇧⌃S), work, but if I replace the VK_S by <any>+VK_QOUTEDBL the keymap action (under execute) isn't activated.

Why is that and is there a way to get to achieve this?
