How to utilize new log.properties configuration?

Hi,

the log.xml file was replaced by log.properties and the migration guide (Migration Guide | MPS Documentation (jetbrains.com)) states, that you have to enable logging via command line switches.

How do I do that? Currently the log.properties file does not have any effect.
